Sadly, you are right about the mentally ill thing. Adam Lanza for example (Sandy Hook shooter) was diagnosed as mentally unstable. He wouldn't have been able to purchase a gun under CA's new mental illness law and he also wasn't 21. Thing is, he wouldn't have needed to. He took his guns from his mother, who did not have mental illness and who purchased her guns legally.

Even so, I see no problem with a law that prohibits people with a history of mental illness from purchasing or owning guns. Of course, there are other ways to get guns and yes I agree they will find a way to kill if their minds are set on it. But why not throw as many hurdles as possible in their way? I can't think of a single good reason for people with mental illness having access to guns.

Rok, you may think I have changed my stance, but I haven't. I still see no reason for CA to require some inconsistent rule that requires a showing of "good cause" to the local sheriff in order for for lawful gun owners to carry concealed weapons AND ALSO ban open carry. It takes away a law abiding citizens right to bare arms. But that's a totally different topic than what we're talking about now. Crazy people don't usually make sound decisions and I think as a general proposition, firearm owners should be rational people who don't have any problems with mental illness.
