That's a lot to cover. I dunno what specifically you mean as far as 'conditions' but here's some ideas. Correct me if I'm way off.
Well to start I'd have all reports of police abuse or misconduct brought by a citizen be independently reviewed. No more 'internal investigation' or 'policing our own' nonsense. With penalties the same as they would be for a regular citizen. A badge does not grant extra rights.
Police are supposed to be 'public servants' the keyword being 'servant.' this whole idea is completely flipped on its head currently.
Do away with no knock raids. They create dangerous situations and the police should be In the business of keeping the peace not banging down your door unannounced in the middle of the night looking for plants.
End the war on drugs. You want to be a dip shit? go for it, just don't abuse the rights of other people in the process and we don't have a problem. Decriminalizing drugs will take care of a lot of societies problems. People are going to ingest what they want regardless of laws.
Do away with victimless crimes.
Allow citizens to carry and own (if they choose) whatever the police carry and own. This is the only way to avoid having a class of people (the police) above the law. The whole good enough for you but not good enough for me argument.
