Russia has a huge problem with insurance fraud and police corruption so they almost have to have the dash cams.

So is russia just balls out gta style drivers or is or just a product of having most cars with dash cams to catch anything in the country?

Its what antI said. You can see at the tail end of that video theres a guy dramatically pretending to be struck by a car in order to get a settlement. The dash cams are a defense against that kind of fraud, which apparently happens A LOT right now.
