you don't need to gain in a skill to gain the stat and stat gains are fastest when you're low in a skill. Just make sure those two skills are pointing up
HOWEVER, it's apparently been changed so that you need to be at least 10.1 points in a skill to gain the stat now.
I can confirm this...takes some of the annoyance out of seesawing.
