I am far from an expert Obs but on the surface it seems they are strong arming her.
If she stays in reserves, she can get called back but her commitment is not open ended. She could go for 6 months and then be back in the reserve position.
If she re-enlists then she is on active duty on base or in theatre for the whole two years. 100% committed.
Now I am probably wrong so let the experts who have served give you real advice.
