That was actually a bug you you got when you logged out with a sigil on your person (or similar)...

The program he is talking about was a 3rd party hack that let you choose a neon color when you dyed your hair with a hair vendor. You would purchase the 50 gp hair and get the neon...

i had the program.. but cannot find it.
