40-50fps? That should be fine, it's already faster than your eyes see. But I do know you want the most whether you need it or not, I'm the same way. Also what are you using for your HDD setup? Is the game on the same HDD as your OS? That can cause some performance issues also. A good vid card for cheap, I think around $150-$170 you can get a ati 4850 512mb and it's a sick card blows any nvidia out of the water, I have the 1gb version. Same exact GPU as the 4870 just gddr3 instead of gddr5 memory.

and in action it drops to 20-30 which is noticeable

also, i went back to vista and its 32bit, but my processor is 64.
would getting the 64 version help with performance?

You should dual boot it and test 64 and 32 yourself. 64bit can have some compatibility issues with hardware/software sometimes. Like I cant install my brand new monitor drivers. I just got the monitor 2 weeks ago, thankfully you don't need drivers.

A little late here, sorry.
1. While it's true that your eyes are similar to a LCD there have been studies that show that we can and do process visual input at a rate higher than 30fps. I certainly notice the difference @60+
2. 64 bit benchmarks have yet to show that 64bit setups (OS, drivers, and games) improve anything but things like encoding/decoding video, or like a badass excel sheet.
3. I'd agree with most, GFx would be your bottleneck. Until recently the middle and low end cards, despite how attractive they look in price, pale in comparison to the magical end number. IE. 7900 > 8600, though the 9600 series changed that.
Bang for the buck, check Tom's hardware benchmarks for video cards.. they organize cards by price, and usually that price is retail.. usually online buys are cheaper than their listings. I would grab at this moment a 4 series ATI card if going for a single, either way around 100 bones would significantly help.

Removing vsync increases Fps sometimes. Have you tried that?
