He is correct about almost everything but I don't believe you can shit + tab with RA3. I think it only works in certain games.
I tried shit + tab while playing TF2... had to change my pants, but it didn't do anything for me in game...
click your steam icon by your clock, settings > in-game (tab) -> [x]Enable Steam Community In-Game
