But after investigation, the so-called illegitimate Internet caf�� is a company conducting real money trade (RMT) of virtual items and power leveling business. The industry and commerce administrative station reported the case to its upper level authority. Upon approval, the station issued a business license to the company. A staff in the industry and commerce administrative station commented that currently in China, there is no law or regulation forbidding the power leveling business, and the business license was issued on an exploratory basis.
Power leveling is a newly emerged industry in China, and it is even not included in China's Classification of National Economy Industries. After discussion, it was finally put in the "Internet consulting and technical service" category.
So, does it indicate that the Chinese government implicitly approves power leveling? A lawyer in Beijing holds that the issuance of the business license by the industry and commerce administrative department can't be interpreted that the Chinese government legalizes the power leveling business."
