Your selective memory is amazing. Clinton's budget was held in check due to a Republican Congress that actually meant what they said. Unfortunately they did lose their way. When does it stop stretch? You argue that Bush raised the deficit(true) However do you actually believe for a minute that the deficit will be a consideration under the incoming administration? Clinton tried to break the budget in his first two years. That is what got the GOP back in control. Obama would be wise to remember that.
