We were talking about the general idea of the redistribution of wealth, which is always upwards given no government intervention.
This makes absolutely no sense, there must be a government to mandate a redistribution. So generally speaking if there is a redistribution it is forced by government, if it is not enforced its called donation.
Welfare is redistribution, and that is a downward intervention.
