I would rather my leader bang a chick then lie and take my money for a fake war.
Hell if I really really had to chose a new leader, I would probally choose the one whos banged the most chicks. Seriously... he would be stress free and chilled when he makes choices.
What it really comes down to, if a leader has NOT had sex and is really non existant in his sex life, I would ask him to step down.
