If that isn't an indication of "Closed", I don't know what is.
Im sure there is FAR more documentation of the event...
Also, not ALL of those pictures show people smoking. However, imagine you are the cop and snapping photos. You can either snap the photo of the guy NOW when he is just standing there... or wait 1 minute for him to pick up a joint. You will wait the minute. There is no such thing as "too much" probable cause.
Also... let's face it. It was 4-20 and all those people didn't show up to that field to have a picnic. Everyone knows this. I would bet very very few of the people there DIDN'T smoke. So hey... if it's just a "random sample" of the population... meh. I mean they cannot arrest them ALL (or they would have).
