Just wondering what your backbround is in medical research to provide you with such all-encompassing caustic remarks.

The "allowed" stem cell lines are polluted, and are of little or no value at all.
To allow just those lines, plus only allocating 250 mil is not really doing anything but proving a "yes we're allowing it" tagline, while in reality stifling it.
If I am wrong on this, do let me know what research you've done in the medical field and what it cost.
The reality of it is that a large portion of the people who are pioneering this research have left the US in the last 2 to 3 years, they have gone to England to pursue it, and the results are promising. The royalties, and further research will benefit those countries which promote the technique. The front runners in that right now are England, and China.
I would prefer that the limits are relaxed so private industry can pursue it. They will bankroll it, and develop it. The limits are so tight that there is really not much they can do, although in the past 12 months a degree of relaxation has occured on the federally imposed boundaries. That is really a reaction to the long term view of medical research (whoever owns the treatments and research resulting from this, will own the future of medicine).
