Sometimes they register a mailing address along with their whois shit tho.... If you have one of those "tracert" progs that show you where a ip or URL is they will show you that stuff straight up

from there, it's all about a search warrent. ISPs are extreamly protective of thier client's shit.

You can get the ISP's information through their Whois application, but the ISP will not give information without a court order, or federal jurisdiction. An ISP may also charge you to release that information with the right documents.
Speaking of which, the guy who ripped me off on eBay is currently undergoing litigation by Paypal, and Paypal refuses to give me this guys information. I think it's commy bullshit.
The internet is all fucked up this way, and unfortunately I have grounds for a lawsuit, to sue paypal right now. I guess I am eligible for a class action lawsuit as well, but fuck the class action, I'll go after them myself.
No amount of fancy ass lawyers, or legal loopholes is going to keep me from sueing their pants off.

a proxy server is a server that acts as an intermediary between a workstation user and the Internet so that the enterprise can ensure security, administrative control, and caching service. A proxy server is associated with or part of a gateway server that separates the enterprise network from the outside network and a firewall server that protects the enterprise network from outside intrusion.
Basically the Proxy server has its own IP address so when you request an address from the net from it, instead of your IP being sent with the request, the IP of the proxy server is sent the proxy server gets the information and passes it to the original requestor. Its only helpful to hide your address if you hack into someone elses proxy server because then the IP address you have is the IP that is owned by someone else
but it is still traceable because the Proxy server usually keeps records of who logged on, so the hacker would have to clear that trace.
