He was too busy fucking with the whole Monica shit to even care that thousands of people were dying in Bosnia. 9/11 is a fraction of what happened in Bosnia. Clinton could have made a difference, but he ignored, denied, and waited later before considering any action.

<br>Bush - He's smart (laugh all you want, but he played a lot of his cards right while he's been in office). He takes action regardless of how many obstacles exist. While I don't think he makes too many good decisions, he still has guts, even for how foolish he is.
