I don't see how the silly hats changed the gameplay that much. I can still make it to the top of the leaderboards with the original weapons.

What changed the game was the updated after the original class packs. The hats was icing on the cake. Players were more worried about collecting hats than collecting capture points. The hats as part of class packs really broke shit though. Most of the weapons are quite pointless and unneeded, some, are simply broken and unbalanced and everything from the Polycount pack basically put the game on easy mode for players who suck.

you have no idea what your talking about, the only thing from the poly count pack that was OP is the pyros flame thrower, and even that isnt really OP because playing a good pyro is one of the hardest things to do and they still have shit for survivability

I know exactly what I am talking about.

Scout: Mad Milk gives the scout a easy way to heal damage taken without having to run away. Shortstop gives the scout the ability to slow his target.

Soldier: The Black Box gives the Soldier a way to heal without requiring backup.

Pyro: Degreaser allows the pyro to switch faster, not too damaging except for the crappy net code and what seems like near instant kills since it was brought out.

Sniper: Jarate Gun, Anti headshot hat, and +25 health shield.

Spy: Eternal Reward giving the instant change and the Familiar Fez which makes decloaking nearly silent.

All said items make it easier for the 'harder classes' to get kills and survive the killing. They dumb down the game considerably for the new players.

scouts mad milk is useless except for putting out fires, you still have to know how to move and aiming on a scout isnt easy. you also have no long range weapons with the mad milk. The shortstop is a step down from the other shot guns as well since it does less damage and you cant jump higher with it.

Soldier: The black box is a decent item but in no ways OP, having 1 less shot makes jumping then shooting almost pointless and you only get back 15 health with it per shot, not per target hit.

Sniper: you cant head shot with jarate gun and the anti headshot hat only works with the whole set, and you still die in 1 hit from another sniper if he body shots you

Spy: Eternal reward makes it so you cant disguise yourself making that first kill hard. It also makes the best spy item which is the dead ringer pretty hard to use, it is a VERY situational item and most spys still use the regular knife because of this.

Scout is harder with mad milk
Soldier is about the same, a bit harder to get kills but a bit more survivability
Pyro is almost a direct upgrade if you didnt use the BB
Sniper is harder to get kills with jarate gun
Spy is also harder with eternal reward

Have you even tried using the weapons or do you even play the game or are you just spouting complete nonsense that you heard from some noob on some noob server?
