There are only four ways I know to make an AR15 fully automatic.
The first requires drilling and custom pieces... which is difficult, not legal, and if done wrong just dangerous. This method is beyond me as I am not a gunsmith.
The second and third are the use of a drop-in auto sear. The second is legal, where you purchase a registered and *expensive* DIAS. The third is one which isn't technically legal... is a pre 1981 DAIS. Once you place the DIAS inthe AR-15, you are making it an unregestered machine gun, which is a felony. There may be more federal regulations on owning an unregistered DIAS, but I don't know about those. Also, many states get frightened when you have a green squirt gun, so even an AR is hard to acquire(such as CA, where I am at... bastards.)
The fourth is something called "bump firing". Techically the weapon isn't full auto, but the physics cause it to be fired as such. "Bump firing" is pretty easy, but is nothing more than a range trick.
What methods are you two thinking about?
Ultimate: Police agencies can aquire any of these items legaly and eaisily. Yes, and AR can be converted to select fire without issue if you have the credentials to float it... but then again you could also just order the M4... (although if you already have the AR15, it's probably cheaper to just swap out the sear and install a switch... cheaper, but not better imo.)

EDIT: I also should add there are other pieces that probably need to be swapped out, such as the bolt/bolt carrier, but they aren't regulated... so not hard to get.

On closer look I think your right it is full auto.
Rangar is that a SKS sitting on your wall. That scope kinda looks outta place on the gat, you need a red dot
