Whats a program that allows you to take a clip from a video and make it a pic, and also take like a certain part of the video and take it out as a separate video clip.

A clip as in one scene?
For that you can just hit print screen and go into photoshop or paint and make it a pic. If you want a gif youll prolly need a gif maker or photoshop, or imageready.
Take take a clip out of a movie you can use windows movie maker or Adobe premier. There are tons of other ones out there. Just look up a tutorial or something online. They usually give reference to a free program.

Also, do you want to keep the audio for the clips, or just frames?

MPG mostly, or whatever i get. As for audio, not to big a deal i can do without it. But might at some point.
